PROBLEM TO BE SOLVED: To obtain the subject composition excellent in microbial contamination resistance and having high cleaning effects even in a weak water stream by including a surfactant and a hydrophilic compound (derivative) having phenyl group, etc., and specifying the pH. SOLUTION: This composition is obtained by including (A) 5-65 wt.% of a surfactant and (B) 0.1-30 wt.% of a hydrophilic compound (derivative) having phenyl group or phenylene group (e.g. phenoxyethanol) and (C), as necessary, an organic chelating agent, a hydrotropic agent, etc., and regulating the pH to 6-9, preferably 6-8.5, more preferably 6-8. A nonionic surfactant is preferred as the component A and a surfactant containing a compound represented by the formula R1-O-(CH2CH2O)n-(CH2CHCH3O)mR2 (R1 is a 6-18C alkyl or a 6-18C alkenyl; R2 is H, a 1-4C alkyl or a 1-4C alkenyl; n is 4-12; m is 0-5) is preferred as the nonionic surfactant.
