PROBLEM TO BE SOLVED: To make effective use of a wire rope connecting between anchors for stabilizing a slope. SOLUTION: A plurality of anchors 11 are installed in a certain configuration on a slope and a pressure bearing plate 12 is attached to the head of each anchor 11 and fastened to provide a pressure bearing force against the ground. The heads of the anchors 11 are interconnected by a wire rope 13. In that case, downward projections 15 are fixedly or unfixedly disposed on the back faces of the bottom plates 14 of the pressure bearing plates 12 and the wire rope 13 is engaged with the downward projections 15. When a tension is applied to the wire rope 13, not only a simple horizontal tension but also a downward tension immediately below each pressure bearing plate are produced on the wire rope 13. The downward tension allows the wire rope 13 to bind lumps of soil by pressing against the ground, providing a high slope-stabilizing effect.
