PROBLEM TO BE SOLVED: To effectively restrain a high frequency vibratory component caused by the rotation of a spindle without depending upon an inertia damper (mass). SOLUTION: A damper pocket 22 is formed at micro clearances G1, G2 between a movable side ring 19 on a spindle 5 side and a fixed side ring 21 on head body side supporting the spindle 5. Surface pressure is generated by introducing hydraulic pressure into the damper pocket 22 from the outside, and a high frequency vibratory component caused by the rotation of the spindle 5 is restrained with damping resistance caused by the surface pressure.
