PROBLEM TO BE SOLVED: To provide a water purifier capable of purifying organic compounds contained in the water to be treated without depending on an oxygen quantity in the water to be treated by efficiently incorporating oxygen into water to be treated and allowing ozone and hydroxy radicals to generate. SOLUTION: The water purifier is provided with an irradiation part for irradiating the water to be treated containing dissolved organic matters with ultraviolet rays generated by excimer laser, and an oxygen feed part for feeding the oxygen. Ultraviolet ray reacts on oxygen to accelerate the generation of ozone and hydroxy radicals, and generation of ozone and hydroxy radicals is enhanced, thus oxidation decomposition of the organic compounds is efficiently performed by the water purifier.
