PROBLEM TO BE SOLVED: To efficiently calculate settled tariff of communication connected over plural telecommunication entrepreneurs by making into a table the information of line telecommunication entrepreneurs via every speaking and calculation information. SOLUTION: Information capable of determining the telecommunication entrepreneur of a line passing communication based on a call originating place and a call incoming place and information, capable of calculating the tariff for each passed telecommunication entrepreneur, are held as a table. By referring to this table, the settled tariff of communication connected over plural telecommunication entrepreneurs is calculated. Thus, the calculation of the settled tariff of communication connected over plural telecommunication entrepreneurs is generally dealt with only by setting information to this table once. Thus, the settled tariff between entrepreneurs in the case of passing one call via line networks owned or managed by plural communication entrepreneurs can be generally calculated for each telecommunication entrepreneur only by setting information to the table of information once, such as a call originating place and call incoming place.
