PROBLEM TO BE SOLVED: To appropriately and easily select the communication system of data communication. SOLUTION: First of all, in a step ST1, a mobile station defines a communication system designated by a user as a communication system for data communication or estimates a data transfer rate in a packet communication system and selects either the packet communication system or line exchange system having a higher data transfer rate as a communication system for data communication before starting data communication. Next, in a step ST2, the mobile station reports the selected communication system to a base station and afterwards, in a step ST3, the base station and the mobile station execute the data communication in the selected communication system.
