PROBLEM TO BE SOLVED: To reduce costs and at the same time improve entire strength including surface strength by providing a hard, upper thin plate on the upper surface of a plate-shaped base in a state for covering the opening side of a recessed gloove. SOLUTION: The floor-heating panel consists of a rectangular plate-shaped unit panel part 1 that has nearly the same thickness and width, a rectangular plate-shaped wide end panel part 2 with nearly the same width as that of the unit panel part 1, a narrow end panel part 3 with nearly the same width as that of the unit panel part 1, and the like. Then, the unit panel part 1 and the end panel parts 2 and 3 are composed of a hard, upper thin plate 5 being provided on the upper surface of a plate-shaped base 4 in a state for covering the opening side of a recessed groove 8a of the plate-shaped base 4 made of a foamed resin that has an insulation operation and can be made light, and a hard, lower thin plate 6 that is provided on the lower surface of the plate- shaped base 4.
