<p>PROBLEM TO BE SOLVED: To provide a motion compensation prediction coder that applies high efficiency coding to moving picture information. SOLUTION: The system capturing a still picture from an interlaced moving picture of a reproducing device 11 is provided with a 1st means 12 that receives a frame picture from the device 11, a 1st means 13 that stores the read image, a means 14 by which a user designates an optional frame image, a means 17A that calculates a time code of a frame image before or after the designated frame image by one frame so as to discriminate whether or not the frame image denoted by the time code is stored in the 1st means 13, a means 17B that requests the device 11 about the frame image denoted by the time code when the 1st means 13 does not store it, a 2nd means 13 that stores the captured image, and a means 19 that converts the designated frame image and the image before or after by one frame that are captured into a progressive still frame picture.</p> |
