PROBLEM TO BE SOLVED: To efficiently and securely withdraw an electrode provided inside of a panel to the outside through a through hole by forming the through hole in a partitioning wall provided in a back substrate, sealing the back substrate and a front substrate to each other, and thereafter, filling inside of the through hole with the liquid type conductive material, and solidifying the liquid type conductive material. SOLUTION: A bank 34 as a barrier wall of a seal part is formed with through holes 35 for withdrawing electrodes to an outer surface side of a back substrate 2. A front substrate 1 is formed with electrodes 3, a dielectric layer for covering the electrodes 3, and a protecting film 36. The front substrate 1 and the back substrate 2 are overlapped with each other, and temperature is raised so as to fuse the seal glass, and thereafter, conductive paste 37 as a liquid type conductive material is filled in the through holes 35 by a dispenser 38. Continuously, the paste is solidified by heating or the like, and the electrodes 3 of the front substrate 1 are withdrawn to the outer surface side of the back substrate 2, and the conductive paste heaped on the outer surface is utilized as an electrode terminal 371.
