PROBLEM TO BE SOLVED: To provide a transfer time calculating device which acquires transfer time in a short time when the circuit configuration is changed and a transfer time calculation program storage medium where a transfer time calculation program operating a computer system as such a transfer time calculating device is stored. SOLUTION: This storage medium is provided with a storing part 51 which stores arrangement wiring information 51a about a circuit before change and circuit information 51b representing a circuit diagram before the change, a comparing part 52 which compares information 51b and 51c about each circuit before and after the change and extracts a part where a circuit configuration is changed and a wiring information calculating part 53 which estimates each wiring length of the changed circuit on the basis of the extracted changed part and the information 51a.
