PURPOSE: A method for mutually authenticating a system and a terminal for an over-the-air service parameter administration(OTAPF), is provided to add a particular parameter for the mutual authentication, so that a service of a normal terminal may prevent from being degraded, due to parameter-shift to an abnormal terminal. CONSTITUTION: A random variable of a terminal is generated. Validity of the terminal is verified, through comparing authentication signature values, by using the random variable of the terminal. And if so, validity of the system is verified, through comparing base station authentication signature values, by using a random variable of a base station for the system authentication.
