PROBLEM TO BE SOLVED: To prevent sudden changes of the engine speed with a sudden change of the operating condition of an air conditioner, when a difference is generated between the target idle speed set in response to the vehicle operating condition and the air conditioner operating condition and the present idle speed by controlling the engine speed so as to gradually eliminate the difference. SOLUTION: Each parameter (cooling water temperature, engine speed, outside air temperature, car speed, turn-on/off of air conditioner, range position or the like) is detected by corresponding sensors and switching means 12-19, and these output signal are input to a control device 20. When an idle condition is determined, a correction value to be added to the minimum target idle speed is set in response to the range position. When an air conditioner is turned on, the last set value of the minimum target idle speed is set at a small value at the only first time. When a difference is generated between the target idle speed and the present idle speed, engine speed is variably changed so that the real idle speed gradually converges to the target idle speed.
