PROBLEM TO BE SOLVED: To promptly treat garbage biologically and to eliminate a dedicated crusher by forming an agitator of a pair of rotary shafts arranged in parallel and blades fitted to the shafts and setting up the distance between the shafts so that the bales are arranged to overlap each other. SOLUTION: An agitator 12 installed in a treatment tank 10 for the bio- treatment of garbage is composed of a pair of rotary shafts 13a, 14a which are arranged in parallel and rotated reversely to each other and blades 13b, 14b fitted to the shafts 13a, 14a. The blades 13b fitted to one shaft 13a are arranged to be positioned between the adjacent blades 14b of the other shaft 14a, and the distance between the shafts 13a, 14a is set up so that each blade 13b and each blade 14b are arranged to overlap each other. In this way, even solid garbage 11 introduced into the treatment tank 10 can be efficiently crushed finely. Accordingly, the bio-treatment time of garbage can be curtailed, eliminating a dedicated crusher.
