PROBLEM TO BE SOLVED: To conduct setting to make differential pressure optimum for a movable load act on an air spring. SOLUTION: Valve elements 13a, 13b are interpolated inside a valve box 12 to be slidable in the axial direction. The respective valve elements 13a, 13b are energized unidirectionally by a spring 14. Sides of the valve elements 13a, 13b contrary to the spring 14 are communicated respectively with an air spring 1 or 2, large-diametric sides 13bb, 13ab of the paired valve elements 13a, 13b and the other side of the air spring 14. The valve elements 13a, 13b are formed into two-stages shape having spaces 13aa, 13ba in their axial- direction central parts, having large diameters in their spring sides, and having small diameters in the sides contary to the spring 14, and the spaces 13aa, 13ba are communicated with an air vent hole 12f. The spaces 13aa, 13ba are kept airtightly. Communication parts between small-diametric sides 13ac, 13bc in the respective valve elements 13a, 13b and the air spring 14 are airtightly kept normally. Traveling safety is remarkably enhanced thereby even in a rail road of a severe track condition such as a sharp curve and a sharp cant.
