PROBLEM TO BE SOLVED: To produce the subject compounds having high quality in high yield without carrying out a distillation process requiring cost and time and a high temperature reaction having fear to reduce purity and yield by reacting an alcohol after dissolving in water with phosgene. SOLUTION: Chloroformates are obtained by dissolving a water soluble alcohol having >=20 deg.C melting point in water and subsequently reacting the aqueous alcohol solution with phosgene. As the alcohol, a hydrocarbon-based alcohol having 1-8 OH, 2-4 OH and 1-20C, further 3-10C, especially 3-6C (e.g. an aliphatic diol such as 1,6-hexanediol or the like, an alicyclic alcohol such as cyclohexanol, an aliphatic alcohol having >=3 OH groups such as trimethylolpropane or the like, an aromatic substituted alcohol such as terephthalyl alcohol or the like, etc.), are preferable. The amount of water to be used is preferably 0.2-20 pts.wt. based on 1 pt.wt. of the alcohol. The reaction pressure and temperature are preferably 0.02-0.4 MPa and (-10)-90 deg.C, respectively.
