<p>PROBLEM TO BE SOLVED: To suppress waste of connection resources and to lighten the load of a connection setting processing by measuring the used bandwidth of a communication connection being used and establishing a standby communication connection according to the measurement result. SOLUTION: A switch management part 20 registers a result given by a virtual path identifier(VPI)/virtual channel identifier(VCI) determination part 19 as a standby connection in a switch table, and discards in-use connection information and uses the standby connection information, when some kind of abnormality occurs to the in-use side to protect the communication. A standby side setting start part 17 compares the numbers of cells per unit time by pieces of header information received from respective band monitor parts 21 of an ATM transmission line process part 15 and an ATM transmission line process part 16 with a standby side set threshold and outputs a standby side setting request to a path management part 18, when the threshold is exceeded.</p> |
