PROBLEM TO BE SOLVED: To provide a snowfall-detecting device that can obtain excellent detection accuracy even in a small amount of snowfall, and, furthermore, can quickly evaporate water adhering onto a snow reception plate. SOLUTION: Hydrophilic treatment 9 is made on the surface of a snow reception plate 1, and water B being thawed out by the heat of a heater 3 is not changed into a waterdrop for spreading between electrodes 2a, thus allowing the part between the electrodes 2a to conduct electricity even by a small amount of water. Also, the water B on the snow reception plate 1 is spread between the electrodes 2a without changing into the waterdrop, thus increasing area in contact with the snow reception plate 1, and hence efficiently transferring the heat of the heater 3 to the water B.
