PROBLEM TO BE SOLVED: To attain crime prevention and disaster prevention and to provide information useful to an area by monitoring information equipments installed in a facility through a network, managing these information equipments by a monitor and control center and transmitting/receiving monitor and control information. SOLUTION: Respective information equipments are attached to a pole part of a facility in a community area such as a park. These information equipments consist of an inductive radio transmitter/receiver 2, a monitoring camera 4, an emergency speaker 5, a microphone 6, an information display device 7, an emergency calling button 8, an information plug socket 9, and a controller 10 for controlling respective parts. The controller 10 for executing monitor and control is attached to a pole 1 or the like and connected to a monitor and control center 13 and another system 14 through a communication network 12. A walker carrying an inductive radio receiver 21 and walking around the pole 1 or the like receives guide information from the transmitter/receiver 2. In addition, the walker connects a portable terminal 23 to the plug socket 9 attached to the pole 1 or the like to transmit/receive information.
