PROBLEM TO BE SOLVED: To timewisely synchronize vehicle position information and vehicle speed information by simultaneously transmitting/receiving positional information and the related information of the positional information through an on-vehicle communication network between a positional information detection device and a positional information collection device. SOLUTION: A vehicle position detection part 4 in the positional information detection device 1 inputs information such as the advancing direction of a vehicle by a gyro sensor 8, inputs data such as positional information from a vehicle speed detection part 7, inputs map data in order to detect the current position of the vehicle, and outputs the positional information consisting of the coordinates of the current vehicle position, the vehicle direction, etc., information such as the vehicle speed information, and the detection time of the positional information, the vehicle speed information, etc., to an inter device communication part 4. The information such as the positional information and the vehicle speed information and the detection time information of the positional information, the vehicle speed information, etc., are transmitted to an inter-device communication part 6 in the positional information collection device 2 through the on-vehicle communication network 3. The data received by the communication part 6 are recorded in a recording part 12.
