PROBLEM TO BE SOLVED: To obtain an OFDM modulator that obtains an IF signal output without errors by using an OFDM clock Fclk used for an interim ground digital broadcast system. SOLUTION: This OFDM modulator consists of OFDM modulation sections 11-14, that apply OFDM modulation to a signal on the basis of an OFDM clock Fclk and output an OFDM signal, an adder 16 that adds the OFDM clock Fclk to a local signal used for frequency conversion, and a converter 15 that applies frequency conversion to the OFDM signal from the OFDM modulation sections 11-14, on the basis of an output signal from the adder 16. Thus, a fluctuation component of the OFDM clock at the OFDM modulation sections 11-14 and fluctuation of the OFDM clock at the frequency adder 16 are cancelled, and a stable IF signal 18 which is synchronized with the frequency of an external device is obtained.
