摘要 <p>PROBLEM TO BE SOLVED: To improve predicting efficiency and encoding efficiency by an MRME system by equalizing sizes of the blocks of corresponding encoding objects in a luminance signal and a color difference signal at the time of predicting and compensating the movement of an input video signal, and thereby using the same value as the motion vector of the corresponding block. SOLUTION: A wavelet (W) conversion part 2 divides the luminance color difference signal of an encoding object input moving image signal into W-frequency bands and decides the number of W-converting times 32 in accordance with a sampling frequency ratio 3 to output a W-conversion coefficient 4. The coefficient 4 decides the area of the lowest frequency band of the luminance signal so as to be equal to the color difference signal or the lowest frequency band of the color difference signal or to be multiple-of-2 times as large as the band with the times 32. A W-recursive conversion part 5 recursively executes W-conversion and executes respective W conversion the number of times which equalizes the areas of the lowest frequency bands of the luminance/color difference signal of the W-conversion coefficient 6. Thus, efficiency of prediction and encoding is improved by using a block dividing part 7 and movement compensation encoding.</p>
