PROBLEM TO BE SOLVED: To provide an illuminating device for obtaining a uniform illuminating effects over a wide range with respect to a slim object to be illuminated. SOLUTION: Three or more plate-shaped circuit boards 3 are integrally connected via foldable flexible members 4 in the longitudinal direction, and LED elements 5 are mounted on at least one face of the circuit board 3 and a composite board can be formed. Moreover, the composite substrate 3 is folded at the positions of the flexible members 4 to be shaped as a hollow polygonal cylinder, and the inner and/or outer face of the polygonal cylindrical body is obtained as a light emitting face in an illuminating device 1.
