PROBLEM TO BE SOLVED: To facilitate the promotion of energy demand by obtaining the energy using quantity of a charging object, decomposing the energy using quantity into energy using quantities by each use and calculating energy and a rate corresponding to the energy using quantity by the use. SOLUTION: An energy using quantity obtaining means 201 of a control server 20 receives measured information of an energy using quantity transmitted from a customer's residence 10 and transfers it to a by-use decomposing means 202. The means 202 decomposes the energy using quantity measured by the residence 10 into the using quantities by use such as for a kitchen, for supply hot water, for heating and transfers it to an energy rate calculation means 203. The means 203 corrects an energy using quantity for a prescribed use among the energy using quantities by each use by multiplying a coefficient and then, applies a common rate system to a money use obtained from a rate table 204 to calculate an energy rate corresponding to the energy using quantities by use.
