PROBLEM TO BE SOLVED: To reserve a communication channel between a stationary telephone set and a mobile phone with priority without the need for provision of a priority class and for taking the congestion of communication channels into account. SOLUTION: When a mobile phone 7 is resident in an area 8 of a base station 6, the mobile phone 7 transmits a speech channel reservation signal to an in-zone mobile communication exchange station 5 during a speech with a stationary telephone set 1 to reserve a channel from the mobile phone 7 to the in-zone mobile communication exchange station 5 even after the speech is terminated. When the mobile phone 7 transmits a speech channel release signal to the in- zone mobile communication exchange station 5, the channel is disconnected. Thus, the speech channel between the mobile phone 7 and the in-zone mobile communication exchange station 5 can be reserved without the need for setting a priority class in advance, and any terminal connected to the in-zone mobile communication exchange station 5 can make a speech with the mobile phone 7 without failure and the opposite party telephone and a mobile phone 7 can freely be used to reserve the channel between the in-zone mobile communication exchange station 5 and the base station 6.
