PROBLEM TO BE SOLVED: To attain a high speed for level conversion and to reduce the current consumption. SOLUTION: The level conversion circuit that delivers a signal from a positive low potential side to a positive high potential side is provided with a one- shot pulse generating circuit 13 that generates a one-shot pulse signal synchronously with an edge at transition of an input signal and with a forced pull-up circuit 10 to forcibly pulls up a signal transmission node at the positive potential side on the basis of the generated one-shot pulse. The forced pull-up circuit 10 forcibly pulls up the signal transmission node at the positive high potential side by receiving a pulse signal synchronously with an edge at the transition of the input signal. An output logic at the transition of the input signal is inverted at a high speed through the forced pull-up and it attains high speed level conversion and low current consumption.
