PROBLEM TO BE SOLVED: To prevent liquid from leaking and to improve life characteristic by using an electrolyte that does not cause any hydrolysis reaction under a base with a specific hydrogen ion concentration. SOLUTION: A solvent such as acetonitrile that not cause any hydrolysis reaction under a base with at least pH 7 is used as the solvent of an electrolyte. A quaternary ammonium salt with an acid conjugate base as an anionic constituent and a quaternary salt of an annular amidine compound are used. Tetraalkyl ammonium, pyridinium, and the like are available as the quaternary ammonium for composing the quaternary ammonium salt. The quaternary cation of an imidazole monocyclic compound can be listed as the cation for composing the quaternary salt of the cyclic amidine compound. A hydroxyl ion being generated near a round rod part 6 of a cathode lead wire 5 reacts with the quaternary cyclic amidinium and is lost, and the generated secondary amine is volatilized to prevent liquid from leaking. Cathode electrode foil where a metal nitride such as titanium nitride and metal such as zirconium are covered is used as cathode electrode foil 3.
