<p>An aqueous composition formed by mixing a hydrolysable silicon compound having a low solubility in water (e.g. a fluorosilane), a major proportion of water, and a surfactant, and which also contains an effective amount of a co-solvent (e.g. certain glycol ethers) which is sparingly soluble in water to improve the stability of the composition.
