PROBLEM TO BE SOLVED: To impede infiltration of cutting chips at cutting time into an existing pipe or a cutting tool, to completely seal a valve unit, and to improve workability of cutting work. SOLUTION: This cutting tool 12 for use of non-water failure device, comprising a cutting tool main unit 13 mounted in a sheath unit 3 externally fitted partly to an existing pipe 2 and a rotary main shaft 14 provided reciprocation movably in the main unit 13 to cut at least one part of the existing pipe 2 by a cutter blade 15 mounted in the rotary main shaft 14, is constituted by providing an annular shutoff member 16 protruded to a diametric outer direction from the cutter blade 15 in its back surface side.
