PROBLEM TO BE SOLVED: To easily and highly accurately attach a panel material without measuring using calipers, etc. SOLUTION: A panel material 11 provided with respective side end pieces 13 having one-directional opposed sides of incombustible plate bodies bent in the rear direction, respective same-width fixing pieces 15, 15 bending the tips of the side end pieces 13, 13 outward and having the same rear face, and a moving regulation piece 19 bending the tip of either one of the respective fixing pieces 15, 15 to be parallel to the side end piece 13. A plurality of panel materials 11 are adjoined together, the fixing piece 15 of another panel material 11 is inserted between the side edge piece 13 and the moving regulation piece 19, the side end piece 13 of the other panel material 11 is stacked with the moving regulation piece 19, respective fixing pieces 15 are stacked together, and the fixing pieces 15, 15 are fixed to a substrate surface 17a.
