PROBLEM TO BE SOLVED: To provide a building cooling apparatus and a building environment creating apparatus which intend to harmonize a building with a thermal environment of the building and maintain a thermal environment of habitable rooms in a good condition. SOLUTION: A ridge 3 arranged at the upper central portion of a roof 2 is cylindrically formed, which ridge is made into a water spray pipe 5 having water spray holes formed therein. A water storage tank 11 which stores water is set under the ground of a compound in which a house 1 is built. A water supply pipe 12 has its base-side end arranged in the underground water storage tank 11 and its front end connected to the water spray pipe 5. Thus, the water supply pipe 12 feeds water stored in the water storage tank 11 to the water spray pipe 5 by means of a small storage pump 15, and the water sprayed from the water spray pipe 5 cools the roof 2 of the house 1.
