PROBLEM TO BE SOLVED: To provide a low-speed dropping apparatus capable of making a working machine not ground strikingly by reducing the dropping speed of the working machine in the vicinity of a grounding surface when the working machine to be lifted and lowered by a hydraulic lifting and lowering apparatus of a tractor is dropped. SOLUTION: In a constitution in which a main spool 32 for changing the lifting and lowering direction of a working machine and a drop check valve 35 for draining a pressure oil in dropping are connected and arranged on a control valve 46 of a working machine lifting and lowering apparatus, the main spool is urged to a dropping side by an urging spring 16, the feed back amount of the lifting and lowering angle of the working machine and a lever operation amount are inputted to the main spool and the working machine is controlled in position, a low-speed brake plate 4 is linked and connected to a link mechanism so as to input the lever operation amount to the main spool, a low-speed brake member 41 is brought into contact with the surface of the low-speed brake plate to further limit the rotation of the low-speed brake plate to a lower side at the starting of the low-speed drop.
