PROBLEM TO BE SOLVED: To obtain an antibacterial antifungal coating composition which continuously maintains high antibacterial antifungal properties and does not cause discoloration, staining, etc., to appear on the surface of a member coated therewith by mixing or bonding a polymeric antibacterial agent with or to a hydrophilic substance. SOLUTION: A copolymer having at least one kind of groups selected from among ammonium salt groups, phosphonium salt groups and sulfonium salt groups on the main chain and/or the side chains is preferable as the polymeric antibacterial agent, and a polyester resin which is formed mainly from a dicarboxylic acid component and a glycol component and contains units derived from a difunctional aromatic sulfonic acid-phosphonium salt represented by the formula is especially preferable. In the formula, A is an aromatic group; X1 and X2 are each an ester-forming functional group; and R1 to R4 are each an alkyl provided at least one of them is a 10-20C alkyl. A vinyl polymer having hydrophilic groups on the side chains is especially preferable as the hydrophilic substance. A polymeric antibacterial agent onto which a vinyl polymer having hydrophilic groups on the side chains has been grafted is especially preferable.
