SOLUTION: Mixed particulates of a sediment material and a cement solidifying material is formed by stirring and mixing them on the ground, these mixed particulates S are input to the inside of a casing 4 driven in the ground, and the mixed particulates S of the inside are discharged in the ground while rotating an outer pipe 3 and drawing off the casing 4. Thereby, the mixed particulates S discharged in the ground absorb moisture in the ground and form a foundation pile for a building.
