PROBLEM TO BE SOLVED: To provide a thermoplastic resin film and sheet having antibacterial properties sufficiently high to satisfy practicality and a surface showing matte design effect, provided with durability sufficient to withstand practical use and suitable for use in furniture, household electric products, wallpaper, a building material or the like. SOLUTION: A layer comprising a compsn. containing a polymeric substance having an org. antibacterial agent component bonded to the main chain or side chain thereof and the hydrophilic substance, curing agent and inert particles mixed with or bonded to the polymeric substance is laminated on at least the single surface of a substrate film and the average surface roughness (Ra) of the laminated surface is 0.10-1.0μm and the max. height (Rmax) thereof is 10μm or less.
