PURPOSE: An induction member, process cartridge, and an image forming device are provided to prevent the non-uniformity when a toner on a photosensitive member is attached to the induction member. CONSTITUTION: An induction member includes a conductive support portion(21), a base layer, and a surface layer. The induction member according to the present invention is implemented on an electrical photosensitive member so as to induce the surface of the photosensitive member when a voltage is applied. The base layer and the surface layer are formed on the conductive support portion(21) and the support member. The surface layer includes a fluorine resin particle as an accumulation material and a fluorine resin as a combining resin. The diameter of the fluorine resin particle is less than 18 micrometer or the less.
