PROBLEM TO BE SOLVED: To provide a road traffic management system for automatically obtaining the detail information of the traveling state of each vehicle traveling in each block of a road, and for quickly and automatically announcing the generation of an emergency situation to each vehicle at a downstream side at the time of the generation of the emergency situation by loading an on-vehicle device for transmitting its own traveling state to each vehicle traveling on a road. SOLUTION: This road traffic management system is provided with plural on-vehicle devices 10 loaded on each vehicle 4 for transmitting the traveling state of the vehicle, plural route managing devices 3 set in each block of the road for monitoring the traffic situation of its own control block from the traveling state received from the on-vehicle device of the vehicle traveling in the block, and for transmitting the monitored result, and a central control unit 9 for managing the traffic situation of the whole road. At the time of detecting an emergency situation from the received traveling state, each route managing device 3 transmits the emergency situation generation information to the route managing device at its own downstream side, and at the time of receiving the emergency situation generation information from the route managing device at its own upstream side, the route managing device 3 transmits an emergency command corresponding to the emergency situation to each vehicle traveling in its own control block. Each on-vehicle device 10 receives the emergency command, and alarm-outputs the emergency command.
