A power generating condition input means 3 inputs the power generating condition of the power system. An entrusted power transmission request input means 4 inputs one or a plurality of requests for power supply to the particular area from the other particular area of the power system. A reliability calculating means 5 inputs the system structure from a system structure input means, load condition from a load condition input means, power generating condition from a power generating input means and entrusted power transmission request from the entrusted power transmission request input means respectively to calculate the power supply reliability.
