PROBLEM TO BE SOLVED: To provide an image forming device which does not discharge electricity even when a paper carrying belt directly comes into contact with a photoreceptive belt and which does not cause a malfunction. SOLUTION: This device is equipped with the paper carrying belt 9 carrying paper while attracting it by static electricity, the photoreceptive belt 1 which is arranged to be opposed to the belt 9 and on whose surface a toner image is formed and an insulating sheet 18 partially provided between the belts 1 and 9. Then, a range where the belt 9 is covered with the sheet 18 is made to correspond to areas at both ends in the width direction of the belt 9 including at least a conductive layer exposing part 9d and an area opposed to the exposing part 1e of the belt 1.
