PROBLEM TO BE SOLVED: To surely and easily generate a blue noise mask with satisfactory periodicity. SOLUTION: A process 1 decides a self-similar tile and a reduced map group configuring it. The reduced map group may be decided at random. A process 2 decides a threshold function that is sued to assign a threshold to each similar reduced area in the self-similar tile generated by the process 1, on the basis of the reduced map group decided by the process 1. The threshold function may be decided, by taking a mutual distance among the similar reduced areas into account or using a preset threshold initial pattern. A process 3 uses the threshold function decided in the process 2 to assign a threshold to each similar reduced area in the self-similar tile. A process 4 replaces the threshold of each similar reduced area assigned by the process 3 with one pixel of a threshold matrix.
