PROBLEM TO BE SOLVED: To obtain an electrophotographic device with a good transfer characteristic and an image output of high image quality by providing a developing ability of a 1st developing device to be smaller than the developing ability of a 2nd developing device that is utilized later. SOLUTION: In this developing device, a latent image carrier 1 provided with a photoreceptor layer on its surface has an electrostatic latent image formed by exposure by a 1st exposure means 3-1 after being electrified by a 1st electrifying device 2-1. 1st developing of this electrostatic latent image is carried out by a 1st liquid developer by the 1st developing device 4-1. Furthermore, developing is carried out on the electrostatic latent image carrier 1 over the image from the 1st liquid developer by a 2nd electrifying means 2-2, a 2nd exposure means 3-2 and the 2nd developing device 4-2 with a 2nd liquid developer. The developing ability of the 1st developing device 4-1 is made smaller than the developing ability of the 2nd developing device 4-2 which is utilized later. It is desirable to set the developing ability A of the 1st developing device 4-1 to be; 1×105 mV.V.s/m<A<1×108 mV.V.s/m.
