PROBLEM TO BE SOLVED: To record video generated while a tape is rewound on a videotape recorder by stopping a read operation of a video signal when an alarm signal is inputted, switching to a monitor camera where an alarm is inputted, wiring a video signal after the alarm in a VRAM and resuming reading from the VRAM when a BUSY signal is turned off. SOLUTION: A microcomputer 56 decides whether or not an alarm input 57 is on, when it is on, it decides whether or not an input 1 when rewinding the is on while tape is rewound, and when it is on, it instructs a multiplexer 50 to switch to video of a monitor camera whose alarm is detected. Then, it writes only one field of the monitor camera video signal whose alarm is detected in a VRAM 53. It waits until the tape is rewound to the begining and the input 1 is turned off. When the input 1 is turned off, data is read from the VRAM and recorded on a videotape recorder 58.
