PROBLEM TO BE SOLVED: To enable terminal call origination by discriminating whether a line is connected or not even for a line voltage lower than 35 V. SOLUTION: Concerning the data terminal system device provided with terminal equipment 1 for collecting the information of a meter 13 or the like installed on the side of terminal while utilizing a telephone like 16, the terminal equipment is composed of a circuit voltage shaping part 3 for shaping the like voltage, a first state monitoring part 5 for judging a first voltage from the circuit voltage shaping part 3, a second state monitoring part 6 for judging a second voltage, a third state monitoring part 7 for judging a third voltage, a call signal monitor part 4 for monitoring the presence/absence of a call signal, a line using state monitoring part 8 for monitoring the busy state of the line, a network control part 9 for controlling the capture or opening of the telephone line 16, a dial signal sending part 10 for sending a dial signal, a data transmitting/ receiving part 11 for transmitting/receiving communication data, a meter interface part 12 for performing communication with the external meter 13 and a control part 2 for controlling each of the said parts and the third state monitor part 7 monitors whether the terminal equipment 1 is connected to the like of a line voltage lower than a no ringer polarity inverting voltage or not.
