PROBLEM TO BE SOLVED: To satisfactorily separate an image into two kinds of areas on the basis of its local characteristic. SOLUTION: An image storage section 200 stores an image signal received from an image input section 100. Characteristic discrimination sections 300a-300c reads an image from the image storage section 200 in units of pixels or for each rectangular area of a prescribed size, apply binary discrimination to a prescribed characteristic and store the result to discrimination result storing sections 400a-400c respectively. An area decision section 500 decides area information on the basis of the discrimination result stored in the discrimination result storage sections 400a-400c. An output selection section 600 sequentially reads pixel data in the image storage section 200 and distributes the two areas to obtain two ways of image outputs consisting of an image signal 700 including the 1st area and an image signal 701 including the 2nd area according to the area information decided by the area decision section 500.
