PROBLEM TO BE SOLVED: To monitor the quantity of state of a winding body even in case of operating on an off line the wining body by computing the quantity of state containing at least removed length of a web, based on a rotation quantity and a feed quantity, in a data processing process. SOLUTION: A winding body state monitoring device is provided with a rotation quantity measuring means 1, a feed quantity measuring means 2, and a data processing means 3. The rotation quantity measuring means 1 detects rotation of the supporting shaft of an arm supporting a winding body 101 in the feed device 111 of a web 102. The feed quantity measuring means 2 has a roller contacted with the surface of the web 102 released from the winding body 101 and followingly rotated, and detects the feed quantity from the rotation of the roller. The data processing means 3 is constituted of the hardware and the software of a device having a data processing function such as a personalcomputer. A removed web 103 is the web removed from the winding body 101 by the reason of defective quality or the like. By a removed length computing process, i.e., a data processing process, the removed length of the winding body 101 can be computed.
