PROBLEM TO BE SOLVED: To obtain a flange drastically reducing a water leakage accident by forming a cooling water flowing passage mutually communicating holes bored near the inner side surface toward the inner part from the outside surface of an integrally formed flange-like block. SOLUTION: When the cooling water flowing passage 31 is bored from the outer peripheral surface of the furnace opening part flange 13 at an outer surface side flowing passage connecting part B, two flowing passages are crossedly communicated at a position in a fixed depth from the outer peripheral surface and also, the opening hole part of the cooling water flowing passage 31 is closed at the outer peripheral side in the crossing position. Concretely, back-facing part having larger diameter than the cooling water flowing passage 31, is arranged to plug the opening hole part with a hexagonal plug. In the inner surface side flowing passage connecting part C, when the cooling water flowing passage 31 is bored, two flowing passages are crossed at the position apart from the inner surface of the furnace opening part flange 13 by a prescribed distance, and connected in a V shape. The boring can be executed with an NC control, etc., but the corner formed in the cooling water flowing passage 13 does not act as the starting point of crack by forming the round part. To the cooling water flowing passage 13, a cooling water supplying pipe 34 and a cooling water drainage pipe 35 are fitted.
