PROBLEM TO BE SOLVED: To provide a simple device capable of quick cutoff valve close-coupler separation when a tanker docking-out accident occurs, and securing sufficient safety against a water hammer. SOLUTION: When a tanker 1 starts to move away from a berth 2, first a ship side valve 10 is closed to separate a coupler 4 to prevent the destruction of a loading arm 3. Then, a main valve 8 is closed to prevent the discharging of fluids of the sea and to simultaneously open an auxiliary valve 9. In this case, fluids flowing through a transport conduit from the berth to a land tank continue to flow intact for a while, then stop and reversely flow to clash with the main valve 8. A high water hammer pressure is generated at this time. However, by relieving the fluids through the auxiliary valve 9 to an emergency tank 11 for fixed time, the water hammer pressure is suppressed to be low.
