PROBLEM TO BE SOLVED: To surely and closely contact an anvil plate by providing an actuator for connecting a locking member for locking one end of an anvil plate rolled by fixing the other end to an anvil cylinder to a locking member mounted on an outer peripheral surface, in the direction close to each other and operating the same. SOLUTION: A point 15a at fixed side, of an anvil plate 15 is contacted with a fixed side hook locking base 17 used also as a positioning base, and fixed by an anvil plate locking base 16, and the anvil plate 14 is rolled on an anvil cylinder 14. A guide hole formed near a rear end 15b of the anvil plate 14 is fitted in a guide plate, the positioning in the axial direction is executed, and then a fixing bolt 18 is temporarily fixed in a bolt hole 15d. Then a hook 3 at tension side, of an anvil plate mounting tool 1 is locked on a locking part 15f mounted near a rear end 14. Continuously, a hook 9 at fixed side mounted at an air cylinder 2 side of the mounting tool 1 is locked on a locking part 17a of the locking base 17.
