PROBLEM TO BE SOLVED: To avoid generation of a downtime of equipment and to minimize a time required for from mounting to a pay off state by expanding/reducing a reel of a pay off reel and inserting into a coil so as to obtain the reel diameter operated based on an inner diameter sagging of a detected coil. SOLUTION: At a stage a coil loaded on a coil skid is set to a prescribed position, the inner diameter part of a coil is measured by an inner diameter sagging sensor 5, an inner diameter sagging quantity (a deviation quantity from the coil inner coiling of a coil inner coiling tip part) is measured. The measured inner diameter sagging quantity is sent to a reel diameter setting device 6, an arithmetic operation is conducted based on the logic set beforehand, the reel diameter is calculated so that the inner diameter sagging is not in contact with a rubber sleeve 8 mounted to a reel 7, the reel diameter is set. The pay off reel 4, in which the reel diameter corresponding the inner diameter sagging quantity is set, is inserted into the coil, successively, by expanding the reel diameter, the rubber sleeve and the coil are brought into tight contact, paying off of the coil is made possible.
