PROBLEM TO BE SOLVED: To provide both a hydrophilic coating material composition and a hydrophilic coating film or the like, capable of imparting excellent hydrophilicity and capable of preventing the hydrophilicity of coating film from considerably deteriorating due to the adsorption of pollutants, i.e., capable of imparting contamination resistance. SOLUTION: This hydrophilic coating material composition contains a water soluble organic polymer having carboxylic group or its salt, an alkali silicate or SiO2 and titanium oxide for a photocatalyst as essential ingredients. This hydrophilic coating film is formed by applying the hydrophilic coating material composition containing such a titanium oxide for a photocatalyst to an object to be coated and then by drying the composition, or by additionally washing the coating film with water and then drying it. The hydrophilic coating material composition and the hydrophilic coating film are applicable to various kinds of objects to be coated such as materials for heat-exchanger fins.
