PROBLEM TO BE SOLVED: To reduce jacking resistance as soon as possible even in a long- distance jacking construction for a long period by eliminating the clamping force of a buried pipe due to the collapse of the natural ground in the jacking construction for passing the buried pipe into the natural ground. SOLUTION: When performing excavation while connecting a tip dummy pipe 9 to an excavating machine 4 at a tip and adding and connecting a buried pipe 5 to the tip dummy pipe 9, a ground subsidence inhibitor is discharged from the tip dummy pipe 9 into additionally dug space 11 of natural ground 1 immediately after excavation by the excavator 4 to form a subsidence prevention layer 25. At the same time, a lubricant is discharged from a middle dummy pipe 10 that is arranged in the middle of the group of the buried pipe 5, thus forming a lubrication layer at the inner periphery of the subsidence prevention layer 25.
